Best Outbound Agencies for Customs Brokers Serving Ecommerce (2026)

On this page
Ask a small ecommerce customs broker what their biggest problem is, and you'll often get one sentence: "Our customers think FedEx does customs."
And they do think that. For years, a brand making leggings in Vietnam and shipping parcels straight to US customers barely thought about entries. Orders under $800 came in under de minimis. Then 1.36 billion de minimis shipments in fiscal 2024 turned into zero duty-free parcels after August 29, 2025. Every order is now an entry, with duty, and often a carrier brokerage fee bigger than the duty on a $40 order.
Plenty of those brands still don't know they could use a broker, or that a broker could move them from 3,000 small entries to one formal entry into a US warehouse. They're paying the carrier and grumbling about it in founder Slack groups.
That's a large, newly urgent market, and most broker marketing still aims at importers with containers. This guide covers the outbound agencies and lead sources whose own sites show they work for customs brokers or with importers. It's a short list, because few providers serve ecommerce customs specifically.
How we built it: I'm Rodrigo, co-founder of Romar AI. We run cold email for B2B companies that sell to ecommerce brands, customs brokers included, so we're on the list, and first. Every fact about another provider comes from its own website, checked on November 3, 2026.

What does outbound for a customs broker include?
- Finding brands that cross your border by parcel: brands manufacturing in Asia and shipping DTC, foreign brands selling into the US, Amazon sellers inbounding from China, US brands entering the EU or UK.
- Signals on the store: ships-from country, made-in claims, shipping times, international shipping options, marketplace presence.
- Contacts. Operations, logistics or supply chain, the founder at smaller brands, finance when landed cost is the angle.
- Copy that makes the cost visible. Duty plus the carrier's fee plus delays, added up per order.
- Hand-off with origin, channel and rough volume, so your team can quote fast.
Europe and Mexico matter too. The EU charges €3 per item on low-value parcels since July 2026, and Mexico charges 33.5% on simplified courier imports from countries without a trade agreement. A broker clearing into those markets has the same opening the US market gave a year earlier.
I've seen this go wrong when a broker emails every "importer" on a list. The 50-container furniture importer already has a broker and a long relationship. The DTC brand with 2,000 parcels a week doesn't, and is the one paying too much.
1. Romar AI: Best for reaching ecommerce brands that ship parcels
Romar AI runs cold email outbound for B2B companies that sell to ecommerce brands, and customs brokers and forwarders who handle ecommerce are one of the groups we write for. We find brands shipping parcels into the US, EU, UK or Mexico that now face duty on every order, and get them replying to your team. We work with companies in the US, Canada, Mexico and the UK, and we're an Instantly Solutions Partner.
Romar AI key services
- Map. We pull brands that ship parcels across the border you clear, split by origin, volume and channel.
- Pick. Together we choose the segments where your offer is strongest and who to write to at each size.
- Reach. Short emails from dedicated inboxes at low volume per inbox.
- Hand off. Interested brands go to your team in Slack or your CRM with the thread. We run the cold email.
Romar AI pricing
Start with a trial, then a retainer priced on the call. We pay for the data and the sending stack.
Where Romar AI shines
- Deep qualification. We check the store for where it ships from, what it claims about origin and how long delivery takes. A brand that ships from a US warehouse after bulk import is a different sale from one shipping every order from Shenzhen, and gets a different email.
- We work on the offer. "Licensed customs broker, competitive rates" is invisible. "Keep your forwarder for freight, let us review your parcel entries" is a small first step a brand can accept. So is "one formal entry instead of 3,000 small ones".
- Segments by origin, channel and buyer. Asian manufacturing DTC brands, foreign brands entering the US, Amazon sellers, US brands going to the EU. The founder at a $2M brand, the ops or supply chain lead at a $30M one.
- Human, careful copy. We state the mechanism and the dates. We don't promise savings amounts in the email. Two or three versions of each paragraph so no two brands get the same email.
- Published results with logistics companies. Our public cases are with 3PLs that sell to ecommerce brands, a close cousin of this sale. A specialty US 3PL with FDA-registered warehouses closed a six-figure brand in month one, after a previous agency produced nine leads in nine months.
Where Romar AI falls short
- No published customs broker case study yet. Judge us on the trial.
- Email first. No calling. If your team wants SDRs dialing, Launch Leads covers it.
- Ecommerce brands only. If your best customers are container importers, a broader logistics agency or a data tool fits better.
Who Romar AI is best for
Customs brokers and forwarders that clear ecommerce parcels into the US, EU, UK or Mexico and want brands that don't yet know they need them.

Key services
- Performance marketing, website design and account-based marketing.
- Demand generation that includes outbound programs, plus RevOps work in HubSpot and Salesforce.

Its logistics page shows budget ranges rather than a price; no fixed number.
Where Leadee shines
- Explicitly mentions customs support as a need it targets.

Where Leadee falls short
- A broad agency with many industries on its menu, from furniture to POS systems.

Brokers and forwarders with international lanes, especially in the UK or Middle East.
5. TariffRefunded: Best for pre-screened tariff refund leads
TariffRefunded sends pre-screened importer leads, people looking at IEEPA tariff refunds, to licensed customs brokers. It isn't a broker itself.
Key services
- Importer leads screened for small and mid-size importers with under $500K in refund exposure.
Pricing
Not published.
Where TariffRefunded shines
- Inbound intent: the importer is already looking.
Where TariffRefunded falls short
- Tied to one event (tariff refunds), so volume rises and falls with it.
Who TariffRefunded is best for
Brokers who want refund work now and can handle small importers.
Three openings that work for customs brokers, and one that doesn't
These are the angles we'd start with. They're illustrations of style, not copy we've sent for a client.
What each parcel costs you now. Add up the duty, the carrier's brokerage fee and the delay for a typical order, and show the brand the total. Most founders have never seen that number in one line. It's on three different invoices, if they've looked at all.
Alongside your forwarder. Brands get nervous about switching logistics partners mid-season. So don't ask them to. "Keep your forwarder for freight, let us review your parcel entries" asks for almost nothing and gets the brand talking to someone who knows entries.
Bulk instead of parcels. For brands shipping thousands of orders a month from overseas, moving inventory into a US warehouse under one formal entry can change the math completely. That's a bigger conversation, so it works best with operations leads at larger brands, not a founder who's packing boxes at midnight.
And the one that doesn't: "We can save you up to 40% on duties." Even if it were true for some brand somewhere, it reads like the subject line of a scam, and customs is an area where founders are already worried about getting something wrong. A broker's first email should sound like a broker: calm, specific, a little boring. Boring is fine here. Boring clears freight.
A practical note on subject lines. Short and lowercase tends to look like it came from a person: "duty on [brand] parcels", "your us entries". Leave out the exclamation marks and the word "partnership".
How to choose outbound for a customs broker
1. Decide: parcels or containers
They're different buyers. Parcel shippers are ecommerce brands found from store data. Container importers show up in import records.
2. Ask how they find who ships from where
Store signals (ships-from, made-in claims, delivery times) or import records. Both work for different segments.
3. Check the first email doesn't promise savings
Customs is regulated work, and brands are wary. State the mechanism, not a number.
4. Ask about the hand-off
Your team needs origin, channel and rough volume to quote. Make sure the provider passes them.
5. Ask about markets
If you clear into the EU, UK or Mexico, check the provider can target brands shipping there.

FAQs

By finding brands that ship parcels across their border, using store signals like ships-from country, made-in claims and delivery times, then writing to operations or the founder with the cost per parcel made visible.

Yes. 1.36 billion de minimis shipments entered the US in fiscal 2024, and since August 29, 2025 every one needs an entry and duty, per CBP.
Who should a customs broker email at an ecommerce brand?
Operations, logistics or supply chain at larger brands, the founder at smaller ones, and finance when the angle is landed cost.
